武安市明芳鋼鐵有限公司（二期）地塊位于武安市北關(guān)街北側(cè)，中心地理坐標(biāo)為東經(jīng)114.19735°，北緯36.71085°，占地面積146898.04㎡（220.37畝），地塊內(nèi)在產(chǎn)期間主要包括超細(xì)粉車間及制氧站。截止目前，超細(xì)粉車間區(qū)域堆存著在武安市明芳鋼鐵有限公司一期地塊辦公區(qū)和倉(cāng)庫(kù)區(qū)域開挖地基產(chǎn)生的土方，其余建（構(gòu)）筑物已全部拆除，現(xiàn)場(chǎng)無污染痕跡。在《武安市中心城區(qū)北部重點(diǎn)地段控制性詳細(xì)規(guī)劃》中，該地塊用地性質(zhì)為二類居住用地、公園用地、商業(yè)設(shè)施用地。 2024年9月3日，北京萬江建設(shè)工程有限公司正式開展污染修復(fù)工作。諾源智誠(chéng)（河北）工程項(xiàng)目管理有限公司承擔(dān)本工程的環(huán)境監(jiān)理工作，對(duì)本項(xiàng)目實(shí)施過程進(jìn)行環(huán)境監(jiān)理。受建設(shè)單位武安市明芳鋼鐵有限公司委托，河北大有環(huán)美環(huán)保科技有限公司（以下簡(jiǎn)稱“我單位”）承擔(dān)了本工程的修復(fù)效果評(píng)估工作，同時(shí)確定效果評(píng)估檢測(cè)單位為河北德普環(huán)境監(jiān)測(cè)有限公司。本項(xiàng)目根據(jù)《武安市明芳鋼鐵有限公司（二期）地塊土壤污染修復(fù)技術(shù)方案》中確定的目標(biāo)污染物、修復(fù)范圍及規(guī)定的修復(fù)工藝和技術(shù)線路完成了該地塊污染土壤的修復(fù)工作，本項(xiàng)目總清挖土方量為1724m3，其中污染土為902m3（已全部送至水泥窯完成協(xié)同處置），清挖清潔土822m3，現(xiàn)堆存在地塊內(nèi)清潔土?xí)捍鎱^(qū)。經(jīng)評(píng)估達(dá)到了風(fēng)險(xiǎn)評(píng)估規(guī)定的修復(fù)目標(biāo)值處置要求，可根據(jù)現(xiàn)有的利用規(guī)劃進(jìn)行安全利用，建議從建設(shè)用地土壤污染風(fēng)險(xiǎn)管控和修復(fù)名錄中移除。

1 項(xiàng)目背景河北金源化工股份有限公司化肥板塊原名石家莊市正定化肥廠，位于石家莊市正定縣金源路1號(hào)，總占地面積為250261m2（約合375.4畝）。整個(gè)廠區(qū)于1970年在地塊上開始進(jìn)行生產(chǎn)活動(dòng)，主要生產(chǎn)銷售碳酸氫銨，1998年征用石家莊市磷銨廠部分場(chǎng)地和北關(guān)村、教場(chǎng)莊、樹林村及五里鋪村部分耕地進(jìn)行擴(kuò)建，主要新建2#合成氨生產(chǎn)線；2008年拆除磷銨廠新建3#合成氨生產(chǎn)線，并將1#合成氨生產(chǎn)線合成工段、精煉工段、精餾工段停產(chǎn)；2018年全面停產(chǎn)，目前企業(yè)已拆除，僅保留一棟辦公樓、多功能廳和招待所，該地塊擬作為居住用地。 2020年5月10日，河北棕達(dá)環(huán)境科技有限公司編制完成了《河北金源化工股份有限公司化肥板塊1#地塊污染土壤修復(fù)技術(shù)方案》，并通過了專家評(píng)審。根據(jù)修復(fù)技術(shù)方案要求，本場(chǎng)地采用原地異位常溫解吸技術(shù)進(jìn)行修復(fù)。 2 效果評(píng)估結(jié)論本工程于2020年5月12日前完成進(jìn)場(chǎng)施工準(zhǔn)備，并正式開始對(duì)污染土進(jìn)行修復(fù)施工，并于2020年6月10日完成現(xiàn)場(chǎng)全部污染土的修復(fù)治理工作。本次污染土壤修復(fù)工程選用的修復(fù)技術(shù)為原地異位常溫解吸技術(shù)，總修復(fù)量為33080m3（實(shí)方），清理建筑垃圾1080m3，清挖放坡土8500m3，清挖非污染土22660m3。修復(fù)后土?xí)捍嬗谛迯?fù)后土?xí)捍鎱^(qū)，表層填土未來將作為小區(qū)綠化用土，下層細(xì)砂將作為建筑用材或回填用土。本次修復(fù)施工全程受環(huán)境監(jiān)理單位的監(jiān)督，修復(fù)范圍、質(zhì)量及工程量滿足《修復(fù)技術(shù)方案》要求。本工程環(huán)境監(jiān)理單位為河北正潤(rùn)環(huán)境科技有限公司，修復(fù)效果評(píng)估單位為四川錦美環(huán)保股份有限公司。通過對(duì)修復(fù)施工單位提供的竣工報(bào)告、環(huán)境監(jiān)理單位提供的環(huán)境監(jiān)理工作報(bào)告，以及我單位修復(fù)效果評(píng)估結(jié)果，并結(jié)合現(xiàn)場(chǎng)踏勘情況，得出該修復(fù)工程修復(fù)效果評(píng)估結(jié)論如下： 1、該修復(fù)施工單位依據(jù)《河北金源化工股份有限公司化肥板塊1#地塊污染土壤修復(fù)技術(shù)方案》，對(duì)該場(chǎng)地目標(biāo)污染物、修復(fù)范圍土方量，依據(jù)規(guī)定的修復(fù)工藝和技術(shù)要求，完成了該場(chǎng)地污染土壤修復(fù)工作。 2、施工期間，通過對(duì)環(huán)境要素的識(shí)別，在水環(huán)境、大氣環(huán)境、噪聲環(huán)境、固體廢物環(huán)境方面，施工單位開展有針對(duì)性的環(huán)保控制措施，施工過程中的環(huán)保設(shè)施健全，環(huán)保措施落實(shí)到位，二次污染防治措施有效，滿足方案中規(guī)定的管理要求，有效地降低了施工過程中的環(huán)境影響。 3、修復(fù)實(shí)施過程中，環(huán)境監(jiān)理單位能夠依據(jù)相關(guān)法律法規(guī)和技術(shù)導(dǎo)則要求，開展環(huán)境監(jiān)理工作，有效保障了項(xiàng)目實(shí)施過程中工程量的完成、安全文明施工，保障了土壤修復(fù)過程中對(duì)周邊環(huán)境的影響控制。 4、依據(jù)施工方自驗(yàn)收檢測(cè)結(jié)果，以及本單位編制的《河北金源化工股份有限公司化肥板塊1#地塊土壤修復(fù)效果評(píng)估報(bào)告》，修復(fù)后土壤樣品中目標(biāo)污染物的濃度均達(dá)到《河北金源化工股份有限公司化肥板塊1#地塊污染土壤修復(fù)技術(shù)方案》中提出的修復(fù)目標(biāo)值，滿足規(guī)劃用途，地塊可安全利用，建議移出《河北省建設(shè)用地土壤污染風(fēng)險(xiǎn)管控和修復(fù)名錄》。 3 專家評(píng)審 2020年7月10日，受河北省生態(tài)環(huán)境廳和河北省自然資源廳委托，河北省生態(tài)環(huán)境科學(xué)研究院采用函審和視頻會(huì)議形式，邀請(qǐng)了5位專家對(duì)《河北金源化工股份有限公司化肥板塊1#地塊土壤修復(fù)效果評(píng)估報(bào)告》（簡(jiǎn)稱“效果評(píng)估報(bào)告”）進(jìn)行技術(shù)審查。與會(huì)專家和代表審閱了報(bào)告，聽取了報(bào)告編制單位的匯報(bào)，經(jīng)質(zhì)詢與討論，專家組一致同意通過該報(bào)告的評(píng)審。詳見附件（提取碼f4p7）

武安市明芳鋼鐵有限公司（二期）地塊土壤污染修復(fù)項(xiàng)目效果評(píng)估報(bào)告公示發(fā)布時(shí)間：2024-10-18 武安市明芳鋼鐵有限公司（二期）地塊位于武安市北關(guān)街北側(cè)，中心地理坐標(biāo)為東經(jīng)114.19735°，北緯36.71085°，占地面積146898.04㎡（220.37畝），地塊內(nèi)在產(chǎn)期間主要包括超細(xì)粉車間及制氧站。截止目前，武安市明芳鋼鐵有限公司二期地塊內(nèi)建（構(gòu)）筑物已全部拆除，超細(xì)粉車間區(qū)域堆存著在武安市明芳鋼鐵有限公司一期地塊辦公區(qū)和倉(cāng)庫(kù)區(qū)域開挖地基產(chǎn)生的土方，其余建（構(gòu)）筑物已全部拆除，現(xiàn)場(chǎng)無污染痕跡。在《武安市中心城區(qū)北部重點(diǎn)地段控制性詳細(xì)規(guī)劃》中，該地塊用地性質(zhì)為二類居住用地、公園用地、商業(yè)設(shè)施用地。 2024年9月3日，北京萬江建設(shè)工程有限公司正式開展污染修復(fù)工作。諾源智誠(chéng)（河北）工程項(xiàng)目管理有限公司承擔(dān)本工程的環(huán)境監(jiān)理工作，對(duì)地塊內(nèi)環(huán)保工程建設(shè)、污染土壤的清挖、修復(fù)等施工過程和施工質(zhì)量進(jìn)行環(huán)境監(jiān)督管理。受建設(shè)單位武安市明芳鋼鐵有限公司委托，河北大有環(huán)美環(huán)?？萍加邢薰荆ㄒ韵潞?jiǎn)稱“我單位”）承擔(dān)了本工程的修復(fù)效果評(píng)估工作，同時(shí)確定效果評(píng)估檢測(cè)單位為河北德普環(huán)境監(jiān)測(cè)有限公司。修復(fù)工程根據(jù)《武安市明芳鋼鐵有限公司（二期）地塊土壤污染修復(fù)技術(shù)方案》中確定的目標(biāo)污染物、修復(fù)范圍及規(guī)定的修復(fù)工藝和技術(shù)線路完成了該地塊污染土壤的修復(fù)工作，本項(xiàng)目總清挖土方量為1724m3，其中污染土為902m3（已全部送至水泥窯完成協(xié)同處置），清挖清潔土822m3，現(xiàn)堆存在地塊內(nèi)清潔土?xí)捍鎱^(qū)。經(jīng)評(píng)估達(dá)到了風(fēng)險(xiǎn)評(píng)估規(guī)定的修復(fù)目標(biāo)值處置要求，可根據(jù)現(xiàn)有的利用規(guī)劃進(jìn)行安全利用，建議從建設(shè)用地土壤污染風(fēng)險(xiǎn)管控和修復(fù)名錄中移除。

河北某藥業(yè)股份有限公司老廠區(qū)地塊土壤污染狀況調(diào)查項(xiàng)目時(shí)間：2022年項(xiàng)目地點(diǎn)：衡水地塊面積：51242.05m2 項(xiàng)目簡(jiǎn)介：該老廠區(qū)前身為衡水制藥廠原料分廠，始建于1990年，1992年投產(chǎn)，建有一條安乃近生產(chǎn)線；2000年后該公司分別新增了一條安乃近生產(chǎn)線、一條氯乙酸生產(chǎn)線、一條氨基比林生產(chǎn)線、一條安替比林生產(chǎn)線和一條撲熱息痛生產(chǎn)線，2018年公司原料藥生產(chǎn)線停產(chǎn)。我單位于2022年對(duì)該地塊進(jìn)行了土壤污染狀況調(diào)查，該地塊不僅存在異味土和黑色土，而且可能存在人體健康風(fēng)險(xiǎn)，需要開展詳細(xì)調(diào)查、風(fēng)險(xiǎn)評(píng)估及修復(fù)工作。我單位根據(jù)檢測(cè)結(jié)果對(duì)其特征污染物及異味物質(zhì)進(jìn)行了篩查，并編制了土壤污染狀況調(diào)查初步調(diào)查報(bào)告，2022年9月順利通過專家評(píng)審。

項(xiàng)目時(shí)間：2019年 -2020年項(xiàng)目地點(diǎn)：張家口懷安縣地塊面積：238456.6m2 主要污染物：氨氮修復(fù)技術(shù)：土壤：常溫解吸；地下水：抽出處理項(xiàng)目簡(jiǎn)介：懷安某化肥廠位于張家口市懷安縣，主營(yíng)尿素、碳銨等氮肥。該廠于2010年停產(chǎn)，生產(chǎn)區(qū)設(shè)備和地表建筑物已拆除，該地塊擬作為二類居住用地開發(fā)。經(jīng)調(diào)查和風(fēng)險(xiǎn)評(píng)估，土壤和地下水受到氨氮污染，氨氮污染土壤采用常溫解吸技術(shù)修復(fù)，地下水采用抽出處理技術(shù)。目前，該場(chǎng)地土壤修復(fù)工程已通過評(píng)審會(huì)，地下水修復(fù)實(shí)施中，近期監(jiān)測(cè)數(shù)據(jù)顯示修復(fù)效果明顯，地下水中污染物大幅削減。

項(xiàng)目時(shí)間：2018年項(xiàng)目地點(diǎn)：河北省石家莊市場(chǎng)地面積：9085.0m2 項(xiàng)目簡(jiǎn)介：華北制藥集團(tuán)位于河北省省會(huì)石家莊市，前身為華北制藥廠，華北制藥廠的建成開創(chuàng)了我國(guó)大規(guī)模生產(chǎn)抗生素的歷史。華北制藥某獸藥事業(yè)部始建于1982年，主要生產(chǎn)水針制劑及凍干粉劑兩種類型的藥品。該獸藥事業(yè)部停產(chǎn)后擬調(diào)整為商業(yè)金融業(yè)用地，根據(jù)國(guó)家和河北省的有關(guān)規(guī)定，需開展場(chǎng)地環(huán)境調(diào)查。我單位在接受委托后，派專業(yè)技術(shù)人員對(duì)本場(chǎng)地進(jìn)行了現(xiàn)場(chǎng)踏勘、場(chǎng)地調(diào)研、資料收集、方案制定和鉆探采樣等工作，并將土壤樣品送至第三方檢測(cè)機(jī)構(gòu)進(jìn)行檢測(cè)分析，取得檢測(cè)報(bào)告后，我單位針對(duì)本場(chǎng)地檢測(cè)結(jié)果進(jìn)行了統(tǒng)計(jì)和深入分析，編制完成了場(chǎng)地環(huán)境調(diào)查報(bào)告，并于2018年12月初通過專家評(píng)審。

項(xiàng)目時(shí)間：2017年項(xiàng)目地點(diǎn)：云南會(huì)澤縣地塊面積：9.04平方公里項(xiàng)目類型：農(nóng)田重金屬修復(fù) 主要污染物：砷、鎘重金屬修復(fù)技術(shù)：原位鈍化修復(fù) +深翻 +生態(tài)恢復(fù) 項(xiàng)目簡(jiǎn)介：該區(qū)域長(zhǎng)期礦產(chǎn)冶煉加工過程中累積形成的重金屬污染問題日趨嚴(yán)重，致使農(nóng)田減產(chǎn)及撂荒，重金屬防治任務(wù)緊迫形勢(shì)嚴(yán)峻。我單位接受委托后，根據(jù)污染嚴(yán)重程度分區(qū)處理，采用原位鈍化處理 +深翻 +生態(tài)恢復(fù)的方式進(jìn)行修復(fù)。本項(xiàng)目歷時(shí)兩年，土壤中重金屬污染大幅減少，完成了修復(fù)目標(biāo)，目前該地塊已作為輕工業(yè)園區(qū)用地使用。本修復(fù)工程完成后改善了該區(qū)域下游河流水質(zhì)，消除了環(huán)境安全隱患，保障了人體健康，社會(huì)效益明顯，對(duì)云南省土壤修復(fù)有著示范作用。
